What this claim turns on
Peripheral neuropathy reaches the VA through two very different routes. As a secondary to service-connected diabetes it is a well-recognised complication and the opinion is largely a matter of documenting the progression. As a direct claim following herbicide or other toxic exposure it is considerably harder, and the timing rules matter.
